Senior Colonel Tan Kefei, male, was born in 1975 in Liaoning Province. He was admitted by the Chinese People's Liberation Army Information Engineering University in 1994.

He became deputy director of the Information Office of China’s Ministry of National Defense (MND) and spokesperson of the MND in December 2019.

Tan received a juris master degree from the Law School of Peking University in 2008.

He is married and has a daughter.
