Analysis on President Xi’s 15 visits to troops

  BEIJING, December 22 (ChinaMil) -- The Ministry of National Defense (MND) of the People’s Republic of China (PRC) released news on its website on December 21 that Xi Jinping, general secretary of the Communist Party of China (CPC), Chinese president and chairman of the Central Military Commission (CMC), inspected the People’s Liberation Army (PLA) Macao Garrison on the morning of December 20. In front of the laser simulation shooting system, President Xi took up the rifle and pistol, pulled the trigger and hit the target.

  According to public reports by Xinhua News Agency and the PLA Daily, this was the 6th inspection of the PLA by China’s top state leader this year and the 15th inspection since the 18th CPC National Congress. The inspections have taken President Xi to nearly 20 units in all seven major Military Area Commands (MAC), covering the PLA Navy, Army and Air Force as well as the Armed Police Force (APF).

  Reports showed that President Xi liked to inspect grassroots-level units most, where he addressed the officers and men as well as medium and high-level cadres. He is most interested in military training and equipment performance. President Xi’s speeches focus on the goal of building a strong military, improving the work style, and governing the military with strict disciplines and according to law.

  Timing: holiday greetings

  President Xi Jinping, who was in Macao for the celebration of the 15th anniversary of Macao’s return to China, inspected the PLA Macao Garrison on the morning of December 20.

  Public reports show that this was the 15th PLA inspection by President Xi since the 18th CPC National Congress. 70% of his inspections to troops are carried out during his attendance to large events or his visit to certain regions, which have taken him to nearly 20 units in all seven major MACs, covering the PLA Navy, Army and Air Force as well as the APF.

  Venue: grassroots-level troops visited most

  In the two years from December 2012 to December 2014, President Xi inspected the seven major MAC organs in Beijing, Shenyang, Jinan, Nanjing, Guangzhou, Lanzhou and Chengdu as well as their subsidiary troops, covering the PLA Navy, Army, Air Force, APF, military academies and reserve forces.

  Statistics show that the units that President Xi visited all have comprehensive services and arms. In terms of quantity, army units are inspected most based on its natural advantages, including armored units, army aviation elements and border guards, followed by the PLA Navy and the APF, each was inspected three times.

  Most of those inspections are to grassroots-level units.

  But what President Xi inspected wasn’t just any grassroots-level unit. They either have a glorious history or are “excellent units” in the military IT application, including the No.1 armored infantry company of an armored regiment under the Guangzhou MAC, which carries the glorious tradition of the “Heroic Company at Yantai Peak”, China’s first aircraft carrier “Liaoning”, and the anti-terrorist elite “Falcon Commando Unit”.

  People: grassroots-level soldiers are his favorite

  During his inspections to the troops, President Xi mostly communicated with two groups of people - soldiers and medium and high-level cadres. Grassroots units are the foundation of the army and its combat effectiveness and the basis to realize the goal of building a strong military, while medium and high-level cadres are the backbones to govern the military and lead the soldiers. They are the people that President Xi must meet with during his military inspections.

  President Xi inspected a frontier defense regiment in the Inner Mongolia Military Command on January 26, 2014 before the Spring Festival. Wearing a camouflage uniform, he walked the patrol routes, came to the observation post, visited platoons and squads, and dined together with soldiers. At the Mount Sanjiao Post, he told the sentry on duty that “I’m standing guard with you today.”

  In addition to talking with soldiers and caring about their life, President Xi also met with leaders at and above division level at every station he inspected, as well as cadres at and above regiment level in the MAC organs.

  Speeches: military fortification, work style and anti-corruption

  It is analyzed that during those military inspections, President Xi’s speeches focused on the goal of building a strong military, improving the work style, governing the military with strict disciplines and according to law, and combating corruption.

  “Building a strong military” and “improving the troop’s real-combat capability” are the consistent focus of his speeches in all those inspections. When President Xi inspected the Guangzhou MAC on December 8 and 10, 2012, he said for the first time that “the ability to fight and win battles is the fundamental goal of building a strong military. We must develop and prepare our military according to that standard, and make sure that the PLA is able to come at a moment’s notice, fight and win battles”.

  Anti-corruption is a key part of his speeches this year. When meeting with leaders at the Nanjing MAC, he called upon them to learn a hard lesson from the Xu Caihou case and thoroughly clear up its bad influences on the ideological, political and organizational aspects as well as on the work style. That was the first time that President Xi mentioned Xu’s case during an inspection to the troops.
