Xu Caihou, member of the Political Bureau of the Central Committee of the Communist Party of China and vice chairman of the Central Military Commission (CMC), was present at the 2010 summer graduation ceremony of the National Defense University (NDU) on July 28.

　　He encouraged the graduates and Party member cadres at all levels to earnestly study and implement the essence of President Hu Jintao’s important speech at the summary conference of the Party on studying and practicing the scientific outlook on development in a deep-going way and the important instruction made by President Hu Jintao when meeting with the representatives attending the PLA seminar on Party construction, adapt to the new requirements of building a study-oriented Party organization, further strengthen study and training, all-roundly improve quality and ability, and better play the role in boosting the scientific development of army building and the effective performance of the missions and tasks.

　　At the graduation ceremony, Xu Caihou awarded graduation certificate to the students.

　　On behalf of President Hu Jintao, who is concurrently CMC chairman, and other CMC leaders, Xu Caihou extended warm congratulations to all the graduating students on their accomplishment of the studies and cordial greetings to the leaders and faculty of the NDU.
