Chen Bingde, member of the Central Military Commission (CMC) and chief of general staff of the Chinese People’s Liberation Army (PLA), stressed that the PLA should actively push forward the transformation of military training to generate systematic combat capability. He made the remarks when watching the multi-naval-arms combined actual-troop and live-shell exercise organized by the South China Sea Fleet (SCSF) of the PLA Navy on July 26, 2010.

　　Chen Bingde was accompanied by Wu Shengli, member of the CMC and commander of the PLA Navy.

　　Chen Bingde stressed that the PLA Navy should pay close attention to the development of situations and changes of tasks and make solid preparation for future warfare. Military training constitutes the most fundamental component of the warfare preparation, involving the greatest amount of work.

　　Aiming at generating systematic combat capability, the PLA Navy should attach strategic importance to military training and further promote the transition of military training by raising an upsurge of military training in all the combat units of the Navy, said Chen Bingde. Chen Bingde urged to make clear what for, what to do and how to do in the naval military training transition from the training under mechanized conditions to the one under IT-based conditions, so as to offer scientific guidance to the transition of military training.

　　Chen Bingde demanded the naval troops to pay ample attention to technological and tactical basic training, deepen the all-element and whole-system joint training, and play the vital role of the command and information system to the full for the enhancement of the systematic combat capability.

　　Qi Jianguo, assistant to chief of general staff of the PLA, Xu Fenlin, commander of the PLA Guangzhou Military Area Command (MAC), relevant leaders from the state and the PLA general headquarters/departments and some leading officials from national defense industrial departments viewed the exercise.
