The delegation of People’s Liberation Army (PLA) attending the Third Session of the 11th National People’s Congress (NPC) held the first plenary session on the morning of March 7 where 15 PLA deputies poured out their opinions on the national defense and army building while deliberating the government report.

　　All deputies stated that they would persist in taking Deng Xiaoping Theory and the important thought of “Three Represents” as the guidance, thoroughly implement the scientific outlook on development, set sight on all-roundly accomplishing the PLA historical mission in the new century and the new period, vigorously carry forward the fine tradition of obeying the command of the Party, serving the people and fighting valiantly and skillfully, take a lead in practicing the outlook of core value of the modern revolutionary servicemen, fulfill various tasks with the preparation for military struggle being the top priority by adhering to the high standards, constantly enhance the capabilities of coping with various security threats and accomplishing a multiple of military tasks with wining the local warfare under the information-based conditions as the core, so as to open a new ground for the national defense construction and the military modernization drive and furthermore, contribute to the better and faster development of economy and society.

　　Guo Boxiong, Xu Caihou, Chen Bingde, Li Jinan, Liao Xilong, Chang Wanquan, Jing Zhiyuan, Wu Shengli and Xu Qiliang were present at the session which was presided over by Liang Guang Lie.

　　Relevant leaders from the National Development and Reform Commission, Ministry of Industry and Information Technology and Ministry of Finance, and some leaders from the four general headquarters/departments of the PLA attended the session to hear the suggestions and advice of the PLA deputies.
